I am very impressed with the thought and work that went into creating a new solar program.  PV is a 
very important technology in the renewable energy portfolio. I do have some questions regarding the 
implementation of the program.

1. This comment relates to the proposed solar plan and its relation to microgrids.  As you are aware, 
microgrids are an important component of a resilient, reliable electric structure in the 
Commonwealth.  A microgrid will generally have a central metered point of common coupling with the 
utility and then multiple downstream buildings.  The central meter is billed by the utility for the total 
usage on it and all the downstream buildings connected to it are metered by the microgrid.    A 
methodology needs to be specified in any program and/or tariff for the utility to give the micrgrid 
owners main meter credit (as opposed to individual buildings not metered by the utility) and therefore 
allow the owners of the microgrid to receive the SREC 3 incentive if there are solar facilities connected 
to submeters that are part of the microgrid.  

2. The other question relates to the incentive itself.  The presentation presented an incentive that 
provides a kWh payment that is based on the amount of capacity installed plus adders that are based on 
location, policy and adders.  Is it intended that the amounts credited to each of these four items is based 
on kWh and that the solar project can also receive a REC for each MWh they generate?
